Conan spent over four decades working in the public service with experience across seven different organisations. He worked at assistant secretary general level in both the Houses of the Oireachtas and the Department of Justice, gaining extensive experience of delivering major change and working closely with the political system. He is a qualified barrister and has post graduate qualifications in IT, Organisation behaviour and governance.
